Brukerinnsats is a Norwegian term that translates roughly to “user effort” or “user contribution.” It refers to the amount of work, time, or involvement that a user is expected or required to invest in the use of a system, service, or data set. The concept is often used in policy discussions about data sharing, citizen science projects, and digital public services, where the balance between the benefits provided to the user and the effort required from them is a central concern.

In the context of personal data licensing, many data providers ask that user contributions—such as corrections, annotations, or contextual information—be made in exchange for access to the data. This user‑entered approach can increase the accuracy and relevance of datasets, but the term also carries a critical connotation when the expected effort is disproportionately high relative to the benefit received.
