BImSchV

BImSchV stands for Bundes-Immissionsschutzverordnung. It is a German federal regulation issued under the Federal Immission Control Act (Bundes-Immissionsschutzgesetz, BImSchG) and serves to translate the general objectives of that law into concrete emission limits and operating requirements for specific sources of air pollutants. The regulation sets binding emission limit values, monitoring and measurement procedures, and licensing or notification obligations for various types of installations in order to protect air quality and human health.

Scope and structure: The BImSchV covers a range of emission sources, including combustion plants, waste incineration, solvent use, and other industrial processes. It specifies when an installation requires a permit or an accompanying notification, which technologies and controls must be applied, and how emissions are to be measured and reported. The regulation is organized into parts (often referred to as the 1st, 2nd, 3rd BImSchV, etc.), with each part addressing particular categories of installations or control issues. The text is regularly amended to reflect advances in technology, EU directives, and updated air-quality standards.

Relation to other instruments: The BImSchV complements the BImSchG and is supported by technical guidance such as the TA Luft (Technical Instructions on Air Quality Control).
