The concept envisions a single pre-boot environment capable of initializing legacy hardware through a compatibility layer while exposing a modern, API-driven interface for drivers and services.

Because BIOSUEFIl is not an official standard, there is no formal specification or implementation. In theoretical designs and academic discussions, it is described as addressing the limitations of legacy BIOS and UEFI by providing a cohesive boot sequence, a secure kernel, and a modular framework for loading firmware components that can be updated independently of platform firmware.

Proposed features often include secure boot integration with measured boot, a modular driver framework, and a unified runtime for pre-boot applications. The interface is imagined to support both traditional 16-bit real mode and 64-bit long mode transitions, along with a policy-driven configuration model.
