Asemakaavaprosessit

Asemakaavaprosessit refers to the urban planning processes in Finland that lead to the creation of a detailed local master plan, known as an asemakaava. This plan serves as a legally binding document that dictates land use, building rights, and general development principles for a specific area within a municipality. The process is initiated by the municipality and involves several stages to ensure comprehensive consideration of various interests.

The process typically begins with a preliminary study or a planning proposal, where the municipality identifies the need for a new or updated asemakaava. This is followed by the preparation of a draft plan, which includes detailed proposals for zoning, building volumes, street networks, green spaces, and other essential elements. During this phase, various stakeholders, including residents, property owners, businesses, and other authorities, are given the opportunity to express their opinions and submit feedback.

Public exhibition and consultation are crucial parts of the asemakaavaprosessit. The draft plan is made publicly available, and citizens can review it and submit their remarks. The municipality then evaluates the submitted feedback and may revise the plan accordingly. After the consultation period, the plan is presented to the municipal council for approval. Once approved by the council, the asemakaava becomes legally binding and guides all future development and construction within the designated area. Amendments to an existing asemakaava also follow a similar, though often streamlined, process.
