Acceptansmiplanering

Acceptansmiplanering is a planning approach that emphasizes securing broad acceptance of proposed measures among stakeholders, communities, and authorities by integrating values, concerns, and feasible trade-offs into the planning process. The term combines acceptans (acceptance) and planering (planning) and is used in some Nordic planning literatures to describe a shift from top-down decision making to inclusive, legitimacy-focused design.

Core elements include early and ongoing stakeholder engagement; explicit acceptance criteria; transparency about risks, costs, and distributional effects; iterative feedback loops; adaptive implementation; and evaluation of acceptability alongside efficiency.

The process typically involves: defining objectives and key stakeholders; mapping acceptance criteria and potential sources of opposition; assessing impacts, alternatives, and mitigation; developing a communication and participation plan; conducting co-design or consultative decision points; and monitoring acceptability and adjusting as needed.

Applications span urban planning and land use, infrastructure projects, environmental and climate policy, and the rollout of public health or social services where acceptance influences implementation.

Benefits include increased legitimacy, reduced resistance and delays, and better alignment with public values; drawbacks can be slower processes and the risk of tokenistic participation if not designed well.
