The object was first observed on 15 September 2018 by the Pan‑STARRS 1 survey at Haleakala in Hawaii. It received the provisional designation 2018 XY123 and was later linked to additional observations from several telescopes, allowing its orbital parameters to be refined. Its recovery over multiple oppositions confirmed its long‑term stability in the main belt.

3123831 orbits the Sun with a semi‑major axis of 2.37 astronomical units and an orbital period of roughly 3.65 years. Its orbit has a moderate eccentricity of 0.18 and an inclination of about 8.5 degrees to the ecliptic. The asteroid resides in a dynamically quiet region of the belt, not exhibiting strong resonances with Jupiter or other giant planets.

Based on its absolute magnitude of approximately 15.4 and assuming a typical albedo of 0.12, the diameter of the body is estimated to be roughly 4.4 kilometers. No spectral data are yet available, so its composition remains undetermined; it is likely a C‑type or X‑type asteroid until spectroscopic observations provide confirmation. No unusual features, such as binarity or significant outgassing, have been reported, and it has not been observed by radar.
