Ühtekuuluvuspoliitika, also known as cohesion policy, is a major investment policy of the European Union. Its primary goal is to reduce economic and social disparities between its regions and Member States. This policy aims to foster harmonious development across the EU by supporting economic growth, job creation, and a higher quality of life.

The policy operates through various funds, notably the European Regional Development Fund (ERDF), the European Social Fund Plus (ESF+), and the Cohesion Fund. These funds are allocated to regions and countries based on their development levels, with less developed areas receiving greater support. Investments focus on key priorities such as innovation and research, digital transformation, the green transition, sustainable transport, and social inclusion.

Ühtekuuluvuspoliitika is implemented through multiannual programming periods, typically lasting seven years. Member States, in cooperation with the European Commission, develop strategic plans outlining how they will use the allocated funds to achieve specific objectives aligned with EU priorities. The policy emphasizes shared responsibility, with both the EU and national/regional authorities contributing to the financing and implementation of projects.
