Õigusakt is an Estonian term that translates to "legal act" or "legal instrument" in English. It refers to any legally binding rule or norm that is established by a competent authority. These acts form the foundation of a legal system and dictate the rights, obligations, and responsibilities of individuals and organizations within a jurisdiction.

The hierarchy of legal acts in Estonia is crucial for understanding their application and validity. At the highest level are the Constitution of the Republic of Estonia (Põhiseadus) and generally recognized principles of international law. Below the Constitution are acts passed by the Riigikogu (parliament), which include the laws themselves.
