The establishment of an RTO is a strategic decision that balances the cost of recovery solutions with the potential losses incurred due to downtime. A shorter RTO typically requires more robust and expensive infrastructure, redundant systems, and comprehensive backup strategies. Conversely, a longer RTO might be acceptable for less critical operations, leading to lower investment in recovery capabilities.

Different systems and applications within an organization may have different RTOs based on their criticality. For instance, core transaction systems will likely have a much shorter RTO than an internal employee portal.
