Zoneplannen are planning instruments in spatial planning that designate land-use zones and the rules that apply within those zones. Amendments usually involve public consultation and formal adoption, with enforcement carried out through permitting procedures.

Zones can be static or subject to change through formal amendments. They reflect policy goals such as housing supply, economic activity, protection of nature, flood risk management, or historic preservation. Modern zoneplans increasingly rely on digital GIS maps to enable planning, monitoring, and public access to information.

Strengths of zoneplans include clarity and predictability for developers and residents. Limitations include potential rigidity, the need for timely updates, and tensions between protection and redevelopment. Critics advocate more flexible, performance-based approaches and broader public participation.
