Wijkplannen are neighborhood plans used in urban planning to guide development and public investment at the level of a district or wijk. The purpose of a wijkplan is to create a coherent program for a neighborhood that enhances living conditions, accessibility, safety, sustainability, and social cohesion. Goals often include housing renewal or densification, the provision of schools and care facilities, the improvement of streets and green spaces, better mobility and public transport access, and climate resilience through energy efficiency and flood risk measures.

A wijkplan usually contains an analysis of the neighborhood, a set of objectives, and concrete measures with a timeline and budget. It describes the desired housing stock, facilities and services, accessibility improvements, safety and liveability aspects, and the role of green and public spaces. The plan also outlines governance arrangements, responsibilities, funding sources, and a monitoring framework to track progress.

Participation and collaboration are central to the development of a wijkplan. Municipalities often involve residents, neighborhood associations, businesses, and other stakeholders in problem identification, option studies, and the selection of preferred measures. The plan is designed to align with higher-level policy documents and planning instruments, and serves as input for subsequent decisions on zoning, permits, and capital investment.
