Võim is the Estonian term for power, authority, or influence—the capacity to affect decisions and outcomes in a given context. In everyday speech it can refer to personal influence, while in political and social science it denotes the power exercised by individuals, groups, institutions, or states. The genitive form võimu is used to indicate possession or association, as in riigi võimu (the state’s power) or võimu teostamine (the exercise of power).

Power takes many forms. It can be formal authority granted by laws or institutions, economic leverage, control over resources, or the ability to shape opinions and social norms.
