Velkojat, in Finnish law, are the persons or entities that are owed money or a performance by a debtor. They hold a claim against the debtor, which may arise from contracts, loans, services, or statutory obligations. A velkoja can be an individual, a company, or a financial institution, and claims can be secured by collateral or unsecured.

In ordinary debt collection, velkojat pursue payment through negotiations and formal demand procedures. If the debtor does not meet a lawful obligation, the creditor may obtain a court judgment and, if necessary, apply for enforcement. In Finland, enforcement is carried out by the enforcement authority (ulosottovirasto) under the supervision of the courts. Enforcement measures can include wage garnishment, seizure of assets, or other remedies, all within the bounds of the law.

In insolvency or bankruptcy, velkojat participate as creditors of the debtor’s estate. They submit claims to the bankruptcy administration, and the statutory framework determines how an estate’s assets are distributed. Claims are prioritized: secured creditors with collateral generally have the highest priority, followed by preferred claims such as certain taxes and wages, and then unsecured creditors. In larger proceedings, a creditors’ committee may oversee the process and help coordinate the interests of different creditors.

The concept of velkojat covers a wide range of financial relationships, from routine consumer debts to complex financial obligations. Creditors may be represented by legal counsel and may seek settlements, judgments, or other remedies through negotiation, litigation, or restructuring processes.
