valtiolliset

Valtiolliset is a Finnish adjective that denotes relation to the state or to state institutions. Derived from valtio with the adjectival suffix -llinen, the term is used to describe nouns in reference to the state, its government, or its authorities. The plural form valtiolliset is used when the modified noun is plural, for example valtiolliset toimijat (state actors), valtiolliset rakenteet (state structures), and valtiolliset toimenpiteet (state measures).

In usage, valtiolliset is often contrasted with kunnalliset (municipal) or yksityiset (private). In political science and international relations, valtiolliset toimijat refers to states and their agencies—such as ministries, border guards, central banks, and state-owned enterprises—while non-state actors include NGOs, corporations, or international organizations. The term can also describe phenomena influenced or controlled by the state, such as valtiollinen omistus (state ownership) or valtiollinen sääntely (state regulation).

The connotation is largely neutral; valtiollinen merely signals a link to the state rather than a value judgment about efficiency or legitimacy. It appears in legal, administrative, and academic language as a descriptive category for governance and public authority.
