Valtiojärjestys, commonly translated as constitutional order, is the fundamental legal and institutional framework that defines how a state is organized and operates. It delineates who holds power, how that power is distributed and constrained, and what rights and duties apply to both the state and its citizens.

Core elements include a constitution or basic law; the structure of government (executive, legislature, judiciary); division and balance of powers; the rule of law; electoral and party systems; protection of fundamental rights; the procedures for amending the constitution; and mechanisms for accountability, such as constitutional courts or parliamentary oversight.

Forms and variations: Some states have a written, codified constitutional order; others rely on unwritten conventions and statutory law. Forms of government may be parliamentary or presidential, unitary or federal, and may include monarchies or republics. The constitutional order also defines relations with regional or local authorities and outlines sovereignty, citizenship, and the protection of minorities.

Change and enforcement: Constitutional orders are typically altered through formal amendment procedures, judicial interpretation, or, in some cases, revolutionary or major reform processes. The judiciary, along with independent institutions, plays a key role in enforcing the limits on political power.

Relation to international law and rights: The constitutional order interacts with international legal obligations and human rights commitments, sometimes constraining domestic law, sometimes enabling international cooperation. In practice, it shapes governance, elections, public administration, and civil liberties and remains a central reference point for political legitimacy.
