In practice, turvapaikade function as reception centers or asylum centers within a country’s migration management system. They offer housing and basic services such as meals, clothing, medical care, and access to information about the asylum process. They may also provide interpretation services, legal advice, and help with integration planning. The operation can be undertaken by government authorities, municipalities, or non-governmental organizations, often in partnership with international organizations.

Residents usually stay in turvapaikade while their applications for international protection are being processed. The length of stay varies depending on the country’s procedures, case complexity, and the availability of alternatives. If protection is granted, residents may transition to longer-term housing; if applications are rejected, they may be required to leave or be referred to other arrangements, in accordance with national law.
