Compliance involves reporting, arranging or financing take-back programs, and meeting recycling targets. Authorities supervise compliance and can impose penalties for non-compliance. The system affects manufacturers, importers, retailers and waste management operators by distributing responsibility for end-of-life handling and consumer take-back opportunities.
