In Europe, transfrontalière cooperation is a major facet of regional policy. It covers transport corridors, economic development, education, health, environment, and cultural exchange across borders. The European Union promotes such cooperation through programs like INTERREG and through legal forms such as the European Grouping of Territorial Cooperation (EGTC), which allows cross-border partners to create a single legal entity for joint projects.

Common expressions include “régions transfrontalières” and “coopération transfrontalière” between neighboring countries or regions. They often take the form of euroregions, cross-border municipalities, or intergovernmental agreements, and aim to coordinate planning, budgeting, and service provision.

Governance typically occurs at the local or regional level, sometimes supported by national or EU funds. Entities may include cross-border councils, joint committees, or EGTCs that manage shared programs and investments in areas like transport, energy, environmental protection, and health services.

Challenges include legal and administrative heterogeneity, language differences, sovereignty concerns, and complex funding. Benefits can be improved mobility, economic integration, efficient public services, and enhanced cultural and social ties across borders.
