Tollkeeping systems are designed to generate revenue that supports transportation networks while managing traffic flow and congestion.

The origins of tollkeeping date back centuries, with early examples found in ancient civilizations where travelers paid fees to cross bridges or use specific roads. Modern toll systems emerged in the 19th and 20th centuries as road networks expanded, particularly with the rise of motorized vehicles. Toll roads, also called turnpikes, were common in Europe and North America, where private companies or governments operated them to recover construction costs.

Tollkeeping methods have evolved significantly. Traditional toll plazas, where drivers stop to pay manually, have been largely replaced by electronic toll collection systems. These systems use transponders, such as RFID tags or smartphone apps, to automatically deduct toll fees from prepaid accounts or linked payment methods. This approach reduces traffic congestion and improves efficiency.

Toll revenue is often allocated to road maintenance, debt repayment, and new infrastructure projects. Some toll roads operate under public-private partnerships, where private entities manage the toll collection in exchange for a share of the revenue. Criticism of tollkeeping often centers on equity concerns, as tolls can disproportionately affect low-income drivers. Some regions have implemented congestion pricing, where fees vary based on time and location to reduce traffic during peak hours. Alternatives like fuel taxes or vehicle registration fees are sometimes preferred to spread costs more evenly among road users.
