Toimintavalmius, literally “operational readiness,” is a Finnish concept describing the state of an organization, unit, or system to begin performing its designated tasks immediately after activation. It encompasses the combined readiness of people, equipment, procedures, and logistics needed to undertake an operation or respond to an incident. The core idea is the time-to-activation: the minimum time required from order to first action and to sustained operation.

In a military context, toimintavalmius describes a unit’s ability to execute assigned missions with the resources on hand and without extensive preparation. It is assessed with readiness indicators that cover personnel availability and competence, equipment maintenance and mission-capable status, and the adequacy of command, control, and communications. Levels of toimintavalmius can be defined for different scenarios, from immediate deployment to short-notice operations, with corresponding sustainment requirements.

In civilian and dual-use settings, the term is used to describe emergency services, critical infrastructure operators, and industrial processes that must respond quickly and effectively to disruptions. Managing toimintavalmius involves training, drills, maintenance planning, stockpiling of spare parts, and robust logistics and information systems.
