The practice emerged in the post-World War II era as a form of municipal diplomacy aimed at rebuilding trust and encouraging peaceful international relations. It gained popularity in Europe and beyond as a low-cost, people-to-people approach to international cooperation.

Partnerships are typically created through an agreement signed by mayors or city councils, often accompanied by a coordinating committee and regular exchanges. Activities may include student exchanges, cultural events, language courses, professional visits, and joint projects in areas such as urban development, heritage preservation, and tourism.

These arrangements are usually non-binding at the national level; they rely on voluntary participation and local funding. The depth of cooperation varies, from ceremonial visits to long-term programs requiring dedicated resources.
