Telwerk is a cross-platform framework and communications protocol designed to support secure remote work, distributed collaboration, and data exchange across organizational boundaries. It combines a transport protocol, a data interchange format, and a software development kit that enables interoperability between applications and services.

Telwerk originated in the mid-2010s from a public-private consortium formed to address fragmentation in remote-work tools. The first public specification was published in 2016, with subsequent revisions formalizing the core protocol, security model, and reference implementations. Governance is maintained by the Telwerk Foundation, which coordinates interoperability tests, conformance suites, and ecosystem collaboration.

Telwerk's stack is modular. The transport layer uses QUIC with forward secrecy and mutual authentication. The data layer defines a compact binary encoding with an optional JSON fallback. The collaboration layer provides presence, real-time synchronization, peer routing, and offline support. Security relies on end-to-end encryption, resource-based access controls, and auditable event logs.

In practice, Telwerk is used by enterprises to operate distributed workspaces, by educational platforms to host collaborative classrooms, and by research collaborations to share data and coordinate analysis.
