Suurriigi (great power) is a term used in international relations to describe a state that possesses substantial or dominant capabilities and influence across military, economic, political, and diplomatic domains. The label is descriptive rather than legal; there is no formal institution that grants “great power” status, and assessments are relative to a given historical moment and regional context.

Historically, great powers emerged in Europe in the 17th–19th centuries as state formation and industrialization progressed. In the 19th and early 20th centuries, the United Kingdom, France, Germany, Russia, and others were commonly described as great powers. In the Cold War, the United States and the Soviet Union were often called superpowers due to their global reach; since the 1990s, rising states such as China and, to varying degrees, India and others, are described as major powers or great powers in many analyses.

Criteria commonly used to identify a great power include: large and growing GDP and technology base, advanced military capabilities, stable political and bureaucratic systems, influential diplomacy and alliance networks, permanent seats in major institutions, and the ability to shape regional or global outcomes beyond its borders.

The concept acknowledges that power is not only military might but also economic resilience, resource access, soft power, and strategic leadership. Suurriigi status is debated and context-dependent; two states may be considered great powers in one era but not in another. The idea remains central to debates about balance of power, multipolarity, and international order.
