ríkissjóður

Ríkissjóður, commonly translated as the State Treasury, is the central government’s general fund in Iceland. It aggregates the revenues and expenditures of the Icelandic state and serves as the primary cash pool used to finance government operations. Revenue mainly comes from taxes, fees, and other non-tax income, and the fund disburses money for civil servant salaries, pensions, social benefits, public investment, subsidies, and debt service. The Ríkissjóður also manages liquidity through short- and long-term borrowing and cash-flow planning to ensure the state can meet its financial obligations.

Management and accountability: The fund operates under the annual budget approved by Alþingi (the Parliament) and is administered by the Ministry of Finance and Economic Affairs in coordination with other government bodies. Public oversight is provided by the Parliament and the National Audit Office (Ríkisendurskoðun), which audits the State Treasury’s accounts.

Relation to other financial instruments: The Ríkissjóður is distinct from earmarked funds (sjóðir) created for specific programs or sectors. It forms the central platform for overall fiscal policy implementation, while separate funds and state-owned enterprises may have their own financial sources and accounts.
