Contexts and types: Legislative resolutions are issued by legislatures or municipal councils; executive or government resolutions are issued by heads of state or ministries; international resolutions are adopted by bodies such as the United Nations Security Council or the European Parliament; corporate or institutional boards can issue resolutions to authorize actions or expenditures. The binding character varies: some resolutions are legally binding under a treaty, others are recommendations or statements of policy.

Structure and language: Resolutions typically include preambular clauses that explain the context and rationale and operative clauses that specify actions, requirements, or positions. They may set implementation timelines, request reports, or call on member states or organizations to take specified steps.
