Repatriaatsiooni, or repatriation, is the process of returning individuals to their country of origin or homeland after displacement, captivity, or exile. It covers refugees and asylum seekers who choose or are assisted to return, as well as prisoners of war, detainees, or nationals displaced by war, persecution, disasters, or political upheaval. Repatriation can be international (across borders) or internal (within the same country).

International law emphasizes voluntary return and safety, dignity, and informed decision-making. The 1951 Refugee Convention and the 1967 Protocol recognize voluntary repatriation as a durable solution, provided it is safe and dignified. The United Nations High Commissioner for Refugees (UNHCR) coordinates and monitors such processes, while the International Organization for Migration (IOM) and other agencies assist with logistics, documentation, and reintegration. Governments may collaborate with international bodies to plan and implement organized returns.

Process and considerations

Repatriation typically involves eligibility assessments, assurance of security and stability in the country of origin, and arrangements for travel and reception. After return, reintegration support may include housing, livelihoods, access to education and healthcare, and documentation validation. The individual’s consent and preferences are central to the process, and returns are generally halted if conditions in the home country pose a significant risk to safety.

Voluntary repatriation is preferred and most common, with organized or assisted return as a subset.
