The term distinguishes the infrastructure from the train services and rolling stock that use it, highlighting the need for safe, reliable access and capacity management.

Key components include the track or alignment (rails, sleepers, ballast, switches), civil works (bridges, tunnels, level crossings), electrification and power supply (overhead lines or third rails, substations), signaling and train protection (signals, interlockings, level-crossing systems, ETCS), and the associated communications and data networks. Support facilities such as depots, maintenance workshops, and control centers are also integral. Efficient management of these elements requires asset management practices, fault and preventive maintenance, and capacity planning to accommodate timetable demands.
