Qytetarët is the Albanian term for the members of a political community or state who possess certain rights and responsibilities within that community. The word denotes individuals recognized as part of a country’s civic life, typically enjoying civil liberties, political rights, and opportunities to participate in public affairs.

Originating from the root qytet, meaning city, the term has long referred to residents with recognized legal status. In modern usage, it designates people who owe allegiance to a state and are entitled to its protection while bearing duties in return.

Legal frameworks define who is a qytetar and what that status entails. In Albania, citizenship is governed by the constitution and nationality laws, including birthright citizenship, naturalization, loss or restoration of citizenship, and dual citizenship where allowed.
