Publíca is not a separate word in standard Spanish; it is typically treated as a nonstandard variant or misspelling of the verb form publica, which comes from publicar (to publish). In ordinary usage, the form publica is the present indicative for él/ella/usted: Él publica un artículo cada día. It is also the affirmative tú command in informal contexts: Publica tu informe cuando puedas. The spelling with an acute accent on the í, publíca, is not required by Spanish orthography and is generally considered incorrect in contemporary writing, since the default stress on publica already falls on the second syllable.
