It encompasses attitudes that privilege the interests, institutions, languages, and cultures of a particular province, region, or locality. In politics, economics, and culture, provincialism can shape agendas, policy choices, and public discourse by prioritizing local legitimacy and autonomy.

The term derives from provincial, from Latin provincia, and is used descriptively to denote a locality-centered orientation rather than a geographic region-based ideology per se. It is related to, but distinct from, regionalism, which emphasizes the political and economic significance of a region, and from nationalism, which mobilizes identity for the nation as a whole. Provincialism can operate within federations that grant provincial powers as well as within centralized states where subnational identities persist.

Manifestations include advocacy for local governance and policies, protection of regional industries or languages, resistance to centrally imposed reforms, and the cultivation of provincial cultural life. Causes may include economic dependence on a provincial base, historical grievances, demographic heterogeneity, and institutional incentives that reward local rather than national solutions. Media ecosystems, education, and political parties can reinforce provincialist sensibilities.

Scholars debate its effects. Critics warn that provincialism can hinder national integration, reduce economies of scale, or create trade barriers; supporters contend it enhances accountability, preserves local knowledge, and fosters experimentation. In practice, provincialism can coexist with multilevel political aims and adjust in response to shifts in national or global contexts.
