Programmaimpact is a term used in policy and program evaluation to refer to the observable changes that can be attributed to a program's activities, as opposed to outputs (the direct products of activities) or immediate effects. Impacts are the longer-term changes in conditions, behaviors, or well-being that result from the program. In practice, evaluators develop a logic model or theory of change that links activities to anticipated outputs, outcomes, and impacts. Indicators are defined for each level, and data are collected before, during, and after implementation to assess whether intended impacts occurred. Causal inference may rely on randomized experiments, quasi-experimental designs, or robust qualitative evidence to establish attribution.
Typical domains include economic outcomes (income, employment), social outcomes (education, health, social inclusion), and environmental outcomes.
