A proclamation is an official public announcement or declaration issued by a person or body that holds authority within a government, organization, or institution. Proclamations may be ceremonial, to mark a significant event or honor, or legally binding, to declare rules, policies, or changes in the status of the state. They are typically issued through formal channels and published in an official gazette or government record to ensure public notice.

Historically, proclamations have been used by monarchies, republics, and colonial authorities to define rights, territories, or obligations. Notable examples include the Emancipation Proclamation of 1863 by U.S. President Abraham Lincoln, which declared enslaved people in Confederate areas to be free, and the British Proclamation of 1763 restricting colonial expansion west of the Appalachian Mountains.

In contemporary governance, proclamations can have legal force if grounded in constitutional or statutory authority, such as presidential proclamations that establish holidays, declare emergencies, or implement sanctions. Others are primarily ceremonial or administrative, signaling policy shifts without creating new law. The authority to issue a proclamation is typically constrained by the constitution, statutes, or judicial review, and they usually require official publication to be enforceable.

Proclamations contrast with Acts or ordinances, which are enacted by legislatures, and with decrees, which may derive from the head of state in different systems. They serve as instruments to communicate decisions, announce formal changes, or recognize events, without necessarily constituting primary legislation.
