Privatizing refers to the transfer of ownership, operation, or financing of a public sector asset or service to the private sector. It encompasses full privatization, where state ownership ends, and partial privatization, where private actors gain significant influence through shares, concessions, or outsourcing. Mechanisms include sale of state-owned enterprises, public share offerings, employee ownership schemes, management contracts, concessions or licenses, and public-private partnerships or outsourcing of services.

Motivations commonly cited are to improve efficiency and service quality, foster competition, reduce political interference, and raise government revenues or reduce debt. Proponents argue that private firms respond more quickly to market incentives and invest more efficiently; critics warn of higher prices, reduced access, short-termism, and loss of public control.

Outcomes vary by sector and design. Some privatizations correspond with efficiency gains and investment; others produce little or negative effects, especially in natural monopolies or regulated sectors if oversight is weak. Critics emphasize potential job losses, increased inequality, and vulnerability to market power. The need for independent regulation, transparency, and safeguards is often stressed to prevent market failures and protect public interests.

Examples include large-scale privatizations in the United Kingdom during the 1980s and 1990s, and various reforms in other countries involving utilities, airlines, or telecommunications. Privatization is frequently accompanied by, or transitions into, regulatory frameworks to supervise pricing, competition, and service obligations.
