Portklarering is a maritime administrative procedure through which a vessel obtains permission to enter, remain at, or leave a port. It is typically carried out by the port authority or harbor master and may involve customs, immigration, and safety authorities. The term is used in Nordic contexts and is often equated with port clearance or harbor clearance.

The process generally requires submitting documents before arrival, such as the ship’s papers (certificate of registration, flag state, certificate of seaworthiness), safety and environmental certificates, crew list, passenger list if applicable, cargo manifest, dangerous goods declarations, radio license, and proof of liability insurance. Depending on the jurisdiction, health, quarantine, or fisheries checks may also be performed. The authorities verify compliance with safety, security, and customs rules, collect any applicable port dues or fees, and issue the clearance allowing entry, stay, or departure.

Port clearance can be issued separately from customs clearance for cargo, or combined in a single clearance depending on the port. Noncompliance can lead to denial of entry, detention, or fines. The exact requirements are governed by national maritime law, port regulations, and international conventions.
