Pienetkeskisuuret, commonly referred to in Finnish as pienet ja keskisuuret yritykset, denotes the collective group of small and medium-sized enterprises (SMEs). In policy and economic discussions, the term encompasses micro, small, and medium enterprises and excludes large corporations.

The definitions used follow the European Union criteria, applied in Finnish statistics and funding schemes. Micro enterprises have fewer than 10 employees and a turnover or balance sheet total not exceeding 2 million euros. Small enterprises have fewer than 50 employees and a turnover or balance sheet total not exceeding 10 million euros. Medium-sized enterprises have fewer than 250 employees and a turnover not exceeding 50 million euros or a balance sheet total not exceeding 43 million euros. Some national programs may apply slightly adapted thresholds, but the EU framework provides the common reference.

Role and significance: SMEs form the backbone of the Finnish economy, representing the majority of enterprises and a large share of employment. SMEs face regulatory burdens, talent shortages, and vulnerability to economic fluctuations, but they also offer flexibility and adaptability that support resilience and regional vitality.
