The approach shares goals with permalinks and persistent identifiers, but it emphasizes decoupling from the resource’s transient URL structure.

Technically, perlinks can be implemented in several ways. One method uses stable identifiers assigned to objects (for example, documents, records, or datasets) that are stored in an external registry or embedded in the link itself. A resolver service or routing layer then maps the identifier to the resource’s current URL. Perlinks help mitigate link rot by remaining resilient to page restructures, domain changes, or resource migrations, provided the resolver remains available and up-to-date.
