Ombudet, or the ombudsman, is an independent public official whose primary role is to safeguard the rights of citizens by supervising public administration and handling complaints about government agencies and officials. The position exists in many democracies and is often established by constitutional or parliamentary law.

Functions and powers: An ombudsperson accepts complaints from individuals who allege maladministration, improper decisions, or violations of rights. The office investigates administrative acts, reviews compliance with laws and procedures, and may request documents or summon officials. In addition to individual cases, ombudspersons conduct systemic inquiries to identify patterns that affect groups of people. Findings are typically published in annual or special reports, with recommendations to authorities.

Independence and oversight: The ombud is designed to operate independently of the executive branch, often appointed by parliament and protected by statute. Its independence is reinforced by fixed terms and funding that reduce political pressure. Depending on the country, the ombud may oversee central government, local authorities, public services, or specific sectors such as data protection or healthcare.

Effect of recommendations: The ombud's recommendations are usually non-binding, but authorities are expected to respond and implement changes. In some systems, the ombud can escalate cases to courts or law enforcement if there is evidence of legal violations.

Origins and examples: The concept originated in Sweden in the 19th century and has since spread worldwide as a mechanism for accountability in public administration. National examples include the Danish Folketingets Ombudsmand, the Finnish Parliamentary Ombudsman, the Norwegian Ombudsman for Public Administration, and the Swedish Ombudsman.
