määrustus

Määrustus is a normative act issued by a competent authority that prescribes rules, standards, or procedures. It is binding on individuals, organizations, or public authorities to whom it applies and serves to implement, detail, or enforce higher-level laws or policies. The term is used in Estonian administrative and legal language to describe formal prescriptions.

Examples of areas governed by määrustused include safety requirements, administrative procedures, technical specifications, building rules, and professional qualifications. A määrustus may specify what actions must be taken, what documents must be produced, or what standards must be met. It can also set penalties for noncompliance and provide transitional provisions.

Määrustus is subordinate to legislation and must conform to higher normative acts. It is issued by ministries, agencies, municipalities, or other competent authorities and generally becomes effective on a date stated in the text or after publication in an official outlet.

Within Estonian administrative and legal discourse, määrustus is often discussed alongside other normative acts such as seadus (law) and määrus (order or decree). The term connotes a prescriptive rather than merely declarative nature, emphasizing specific requirements or practices to be followed.
