Minister resident, often written Minister-Resident, is a historical diplomatic rank that designated the senior representative of a state at a foreign court who headed a legation rather than an embassy and who typically resided in the host country. The role sits in the traditional hierarchy between ambassador and lower-ranking officials such as chargés d’affaires or consuls, though its exact standing varied by country and era. A minister resident usually reported to a minister plenipotentiary or to an ambassador when those posts existed, and he exercised authority over the legation's personnel and activities. In practice, the holder represented the sending state in political and economic matters within the host state, conducted negotiations on limited or specified subjects, submitted reports to the home government, and protected nationals abroad. The position was common in the 18th through early 20th centuries, particularly in diplomacy conducted through legations rather than full embassies.
