mietinnöt

Mietintö (plural mietinnöt) is a formal report produced by a Finnish parliamentary or governmental body that accompanies a legislative proposal or policy initiative. It documents the considerations, analyses, and alternative viewpoints consulted during the preparation of the proposal and often includes the committee's recommended amendments. The term is widely used to refer to reports issued by parliamentary committees (eduskunnan valiokuntien mietinnöt) as well as to reports produced by government ministries for the preparation of a government bill or strategy.

In the Finnish legislative process, a bill or policy idea is typically studied by a parliamentary committee or a government working group. After hearings and deliberation, the committee issues a mietintö outlining its assessment, the rationale for its recommendations, and any proposed changes to the original text. The mietintö also notes opposing opinions, practical implications, and fiscal or administrative consequences.

A mietintö is an advisory but influential document. It is not binding in itself, but it guides plenary debate and the eventual decision-making by the Parliament or government.
