In Norwegian and Swedish usage the term covers the entire chain from primary production to consumer access, including agriculture and fisheries, food processing, distribution, storage, and retail, as well as the policies and institutions that govern them.

Core components of matforsyning include production (farms and fisheries), processing and packaging, logistics and storage (including cold chains), wholesale and retail networks, and the consumer end. Information systems, safety standards, labeling, and traceability are also integral parts of the system, helping to monitor quality and ensure timely delivery.

Governance and policy arrangements shape matforsyning through regulations and programs at national and local levels. Ministries or authorities responsible for agriculture, food safety, health, transport, and economy set rules on food safety, nutrition, subsidies, and import/export. They may operate strategic reserves, support public procurement for schools and social services, and coordinate emergency responses to market disruptions.

Resilience and challenges are central concerns. Climate change, extreme weather, pests, and other production risks can affect supply, while international trade disruptions, energy costs, and logistics bottlenecks can influence availability and prices. Measures to strengthen matforsyning include diversifying supply sources, maintaining stockpiles, investing in infrastructure and cold storage, improving transport and distribution networks, and adopting digital tools for tracking and risk assessment.

Matforsyning is a core element of food security, focusing on availability and access to affordable food and requiring cross-sector collaboration among agriculture, industry, infrastructure, and public policy to maintain a stable, safe supply over time.
