Maintenance of effort (MOE) is a policy principle that requires governments or organizations to sustain a minimum level of funding or program activity from one period to the next in order to qualify for, or retain, financial assistance or program benefits. The aim is to prevent abrupt declines in services and to ensure continuity of efforts, even during economic fluctuations.

In education policy, MOE is widely used in the United States to condition federal funding on sustained investment in education. States and local districts may be required to maintain funding levels for education—often expressed as total current expenditures or per-pupil expenditures—from a base year to a subsequent year. The baseline is typically adjusted for factors such as inflation and changes in student enrollment.

Calculation of MOE generally involves comparing current-year expenditures to the base year, then applying allowable adjustments for inflation, enrollment shifts, or changes in program scope. If expenditures fall below the calculated threshold, an MOE violation can occur, potentially affecting eligibility for federal funds or triggering corrective actions.

Exceptions and waivers are common in MOE rules. Authorities may permit deviations due to natural disasters, sudden demographic changes, the introduction or removal of programs, or statutory waivers.
