Maahanmuuttovirasto, known in English as the Finnish Immigration Service, is the state agency responsible for managing immigration and citizenship matters in Finland. It operates under the Ministry of Justice and is headed by a director general appointed by the government. The agency’s primary tasks include processing residence permit applications, overseeing the integration of foreign nationals, and handling matters related to asylum seekers, refugees, and labor migration. It also administers the Finnish citizenship application process and maintains records of residents’ legal status.

The agency was established in its current form in 2007, following a restructuring of several predecessor bodies. It replaced the Finnish Immigration Office, the Finnish Immigration Committee, and parts of the National Board of Social Welfare that dealt with migration issues. This consolidation aimed to streamline procedures, improve service delivery, and strengthen the legal framework for immigration. Maahanmuuttovirasto plays a key role in implementing Finland’s migration policy, including the points-based system for skilled labor migration and cooperation with the European Union on matters such as asylum directives and shared mobility agreements.

In addition to administrative functions, Maahanmuuttovirasto conducts research on migration trends, publishes statistical reports, and collaborates with local municipalities to support integration programs. The agency’s headquarters are located in Helsinki, and it operates regional offices throughout the country to provide localized assistance. An electronic application portal allows applicants to submit documents, track application status, and receive decisions, thereby enhancing transparency and efficiency in immigration procedures.
