Maahanmuuttolaki refers to the Finnish framework of laws and regulations that govern the entry, stay and removal of foreign nationals in Finland. The central piece of this framework is the Ulkomaalaislaki, or Aliens Act, which is complemented by other legislation and regulations. The system covers procedures related to residence permits, asylum, work, study, family reunification, and integration obligations for non-cFinnish citizens.

The maahanmuuttolaki interacts with EU law and international obligations, including directives on asylum and residence rights, and with other national acts such as the Administrative Procedure Act and the Citizenship Act. EU and EEA citizens retain certain rights to freedom of movement and residence under EU rules, though national procedures apply. The framework aims to balance national immigration controls with human rights protections and integration measures, including access to services and language and integration support where applicable.
