Licencija is a term used in several South Slavic languages (and related European languages) meaning a license. It refers to a legal instrument in which a competent authority grants permission to an individual or entity to undertake a regulated activity, to use a resource, or to exercise a defined right. Licences serve to protect public safety, health, order, and economic or environmental interests, and they provide a basis for oversight and enforcement.

Licences appear across many areas. Driving licences authorize individuals to operate motor vehicles after meeting age, knowledge, and fitness requirements. Professional licences regulate practice in fields such as medicine, law, engineering, and teaching, ensuring minimum standards. Business licences grant the right to operate a commercial enterprise within a jurisdiction. Building, zoning, and environmental licences govern use of land and construction activities. Other common forms include broadcasting or telecommunications licences, and import/export licences. In software and other intellectual property contexts, a licence is an agreement that grants rights to use or modify a product under specified terms.

The licensing process typically involves submitting an application, providing evidence of qualifications or compliance with prerequisites, paying fees, and undergoing inspections or background checks. Licences have defined terms, including duration and renewal requirements, and may carry conditions, reporting duties, or restrictions. Authorities may suspend or revoke licences for violations or noncompliance, and appeals processes often exist.

Licensing regimes are established in national or subnational laws and administered by regulatory agencies or ministries. They aim to balance access to services and opportunities with safety, quality, and public interest considerations.
