Leidingenregister is a Dutch registry that records the location and characteristics of underground pipelines and cables. It serves to support safe planning and execution of construction and civil works by providing reliable information about buried infrastructure.

It contains data from various utility networks, including electricity, gas, water, sewer, telecom, and district heating. For each asset, the register includes approximate location, depth category, diameter or cross-section, material, operator, status, and other relevant attributes. Data are supplied by network operators and kept up to date through updates and as-built registrations.

Access to the leidingenregister is coordinated through the Kabels en Leidingen Informatie Centrum (KLIC). Before starting excavation, an excavator or planner submits a KLIC request to identify possible lines in the work area. The KLIC response provides location information and contact details for the operators. The underlying data are not generally public open data; access is restricted to authorized users and is subject to safety and privacy rules. Inaccuracies can occur, so verification at the site is essential.

Relation to policy: The leidingenregister is part of the broader Netherlands network information framework to prevent damage and outages. It supports municipalities, contractors, and utility operators in planning, permitting, and risk assessment.
