The Lastensuojelulaki, or the Child Welfare Act, is Finnish legislation that governs child welfare services and out-of-home protection for children and adolescents under 18. It sets the framework for municipalities to organize preventive and protective services, including family support, counseling, child protection measures, foster care, and institutional care. The act emphasizes the best interests of the child and supports early intervention to promote safe, healthy development.

The act applies when a child is at risk of neglect, abuse, or other conditions that threaten health or development. It promotes a family-centered approach, with priority given to keeping the child in their home whenever possible. The child’s views must be considered, and decisions must respect confidentiality, proportionality, and timely action.

Procedures: When concerns arise, a lastensuojeluilmoitus (child welfare notification) is made to the municipal social services. A professional conducts a sosiaaliselvitys (social assessment) and, if needed, creates a lastensuojelun suunnitelma (child welfare plan) detailing supported measures or, in more serious cases, arrangements for protection. Depending on risk, emergency placement outside the home may be ordered for a period, followed by placement in foster care or residential care. Decisions can be appealed in administrative courts.

Administration: The act is administered by municipalities within the framework of state supervision and in coordination with other social and health services. It aims to secure children's rights, promote safe living environments, and provide ongoing support to families.
