The creation and provision of käyttöturvatiedote are mandated by legislation, particularly the European Union's REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) regulation, which has been implemented in Finland. Manufacturers and importers are responsible for preparing and distributing these documents to their downstream users. Employers must ensure that these documents are accessible to their employees who handle or are exposed to hazardous chemicals.
