In practice, kuntajaon shapes the boundaries within which local authorities operate and determines the geographic scope of service provision. In Finland, a kunta is a self-governing local authority responsible for core public services, such as basic education, social services, local planning, and infrastructure maintenance. Municipalities are governed by elected councils, which appoint an executive body and a municipal manager. The borders of municipalities influence local taxation and the delivery area for public services.
