Kuluttajalaissa refers to Finland’s framework of consumer protection law, primarily embodied in the kuluttajansuojalaki (Consumer Protection Act). The act sets out the rights of consumers and the obligations of traders in the sale of goods and provision of services, aiming to ensure safe products, transparent information, fair contracting, and appropriate remedies for infringements. It forms the core of how consumer problems are regulated in Finland and works in tandem with EU directives implemented in Finnish law.

The act applies to individuals acting for purposes outside their trade, business, craft, or profession, and to traders when dealing with such consumers. It covers contracts for goods and services, including online and distance selling, and addresses issues such as product conformity, safety, and remedies for defective performance. It is complemented by other statutes addressing specific areas of consumer protection, such as unfair contract terms and product safety, and it harmonizes with EU consumer protections.

Key provisions typically include information duties before contract formation, rules prohibiting unfair terms, and consumer remedies for defective goods (repair, replacement, price reduction, or contract cancellation). The law also provides rights to withdraw from certain contracts, notably in distance and off-premises sales, and sets out procedures for refunds or adjustments within applicable timeframes.

Enforcement is carried out by the Finnish Competition and Consumer Authority (Kilpailu- ja kuluttajavirasto, KKV) and the Consumer Ombudsman (Kuluttaja-asiamies). The Consumer Disputes Board (Kuluttajariitalautakunta) resolves disputes between consumers and traders. Violations can lead to enforcement actions, penalties, and required corrective measures. The kuluttajalaissa framework supports cross-border cooperation within the EU and serves as a baseline for consumer rights in Finland.
